Jackson Health System is open for business and operating as usual.
The groundbreaking Jackson Mentor/Protégé Development Program was designed to offer highly qualified certified Miami-Dade County small business enterprise-construction (SBE-C) firms the opportunity to be mentored by industry leaders in healthcare construction management services. The program will be monitored through the Miami-Dade County Small Business Enterprise (SBE) program, and by an advocacy manager working on our behalf through AECOM, the program manager for the Jackson Miracle Building Program.
Each protégé will work with a construction management firm contracted with Jackson Health System to build one of our signature projects. Protégés will be mentored in all aspects of the healthcare construction management services industry, including, but not limited to: management and delivery functions performed on capital development projects; healthcare construction industry planning, scheduling, management, and field operations; and the management of subcontractors, scheduling and other tasks.

With years of construction management experience, Mr. Messam is no stranger to success.Wayne holds a State of Florida Certified General Contractors License and is a LEED Accredited Professional and regarded as one of the nation’s fastest rising Construction Management Professionals Through his leadership, Messam Construction has successfully completed projects for clients including Palm Beach School District, University of Miami, Major League Baseball and Miami Dade College. Current projects, in association with Messam partners, include Delta Airlines Terminal 2 Renovations Ft. Lauderdale International Airport, Ft. Lauderdale International Airport Terminal 4 Expansion and Miami Dade College Medical Campus Simulation with construction budgets in excess of $400,000,000.
Mr. Messam is a former 1993 National Champion as a member of the Florida State University Football Team. He also served Florida State University as Student Body Vice President, and was selected as a college free agent by the NFL's Cincinnati Bengals in 1997. Luis Garcia, founder and CEO of LEGO Construction Co., was born and raised in Bogota, Colombia. After graduating with a Bachelors of Science Degree in Civil Engineering from Pontificia Universidad Javeriana de Colombia, he attended Andes University and the University of Washington, and graduated from the Project Management Certificate Program at Georgetown University. After attending the University of Washington, he began working for Turner Construction where his diligence led to career opportunities as a project engineer, superintendent, and estimator during his time there. Mr. Garcia moved on to Pavarini Construction Co. where he continued to develop his skills, and in 2006, Luis was able to turn his dream of starting his own business into a reality.

Tyler has been at the forefront of the construction industry for decades, serving on several major Construction and Program Management projects throughout the nation, including Disney’s Animal Kingdom and major expansions at airports including Fort Lauderdale-Hollywood, New Orleans and Miami International airports. He has been recognized by several national publications including Engineering News Record and Black Enterprise. IGWT has functioned as CM as the Owner’s Agent, CM at Risk, Program Manager, General Contractor and Construction Inspectors.

As the president of Sagoma Construction Services, Inc., Brian Powell provides strategic and financial leadership for the company while actively building relationship with his clientele through business development. Brian currently oversees the day-to-day operations of the company and places great emphasis on client satisfaction, financial controls, contracting, and administrative operations. Brian Powell has over 20 years of experience in the construction industry, honing his skills working under the leadership of large construction management firms. He is distinguished by his exceptional technical and management knowledge gained by working on a wide-range of projects throughout his career. He is a graduate of the Florida International University and a certified general contractor. Brian is also a LEED accredited and EPA lead- based paint renovator professional.

With over 40 years of experience in construction, Ann McNeill is the Master Builder building stronger and better lives. McNeill lives and teaches work-life balance principles, which are values that help people build a life style of complete freedom. McNeill received her undergraduate degree in accounting from Florida Memorial University, and her graduate degree in finance from Barry University. After several years in the financial industry her interest in construction was peaked when she and her husband decided to self-perform some home renovations. Subsequently, she joined Thacker Construction Company and eventually started her own company, MCO Construction & Services, Inc. Currently, she holds two general contractors licenses.
